PARLIAMENTARY PROCEDURE
Like any successful organization, a 4-h club exists by following certain rules and procedures. To be both efficient and effective it is important to know and to use these rules. This is especially true in small groups where everyone takes part in the proceedings. Parliamentary procedure is not so involved and complicated as one may think. It provides nothing more than "good manners" in meetings and an orderly plan to follow in carrying on the business of the meeting.Parliamentary procedure is based on the principle of equality of membership, free discussion, and the will of the majority to prevail. At the same time it protects the minority by guaranteeing the individual certain privileges. For this reason, parliamentary procedure should become a part of the business procedure of every 4-h club meeting.
The 4-H Club Member
The 4-h club member has the most important position in the club. You and your fellow members form the backbone of the 4-h club organization. What you say and do influence others members of your club. A good club member is useful to the club. Speaking up at meetings and voicing ideas helps the club function. Work to keep your club moving forward. Make a point to volunteer for a job and lead the way for others. 4-h club members work together for the good of the club, to make it grow and be successful.
The Club President
The President is the chief officer and, as such, takes the lead in all club affairs. A 4-H club President should preside at each club meeting in such a way that all members feel free to take part. Directing business meetings and checking up on the work of committees are the president's major responsibilities. A president may be re-elected for two terms, but it is not good practice to keep the same president for more than two years.
The Vice-President
The vice-pesident learns the duties of the President and acts in his/her place when he/she is absent or when called to the chair by the President. They assist the President whenever possible and assists other members in preparing their part of the program. In many clubs, the vice-president automatically becomes president if the president moves away or, for some other reason, leaves the club.
The Secretary
The Secretary takes charge of the secretary record book, takes minutes at all club meetings, reads the club minutes at meetings, calls the roll and keeps attendance records.
The Treasurer
The club Treasurer is a position with quite a bit of resposibility, as their job is to take care of the clubs' money. They keep a record of all transactions made, cheques written, ect. They must prepare a treasurers report to be read at club meetings saying all transactions made since last meeting.
The Reporter
The Reporter is an important position. The position consists of writing a report on club activity and submitting it to the local paper or bc 4-h newsletter. You can also send photos along with it, which makes for a nice addition.
Scrapbooker
The Scrapbook position is usually a fun one. It can easilly be shared and turned into a scrapbooking committee. This position puts together a scrapbook each year of the clubs activities. It can include photos from all throughout the year, any articles that went in the paper, and anything else you can think of!
